How to handle people who wind you up?!?

I have a new bastard English colleague whose role is a bit more senior than me with whom I have worked for about 4 months and he

never says thank you
always says no to oppose and take control and if once upon a time he agrees with something doesn't say anything
never shows respect or kindness when talking
waits until he finds a small mistake then trumpets to everyone!
constantly tries to wind me up with harsh words (he is a true evil) which makes me sick
at the same time, he has made connections with top bosses and they all seem to like him

I'm not sure it's because he is racist (I'm not English, Persian) or it's his f.. personality. I know it's not because he is English because I've had nice personality English colleagues in the past.

How can I handle such a person?

I'm always kind and respectful but that doesn't seem to work...I am thinking to change my strategy of being nice always and instead be ready to wind him up back (more politically) and defend myself against his evil personality (sorry dear Jesus this would be an exception!) + not taking him too seriously

Any advice?
