how to get to the 8th gym leader in pokemon heart gold?

the guy still wont let me pass

ive already went and did the team rocket thing with lance
and caught the red garados
and i have given the medicine to the lighthouse pokemon and beat all the gym leaders except the 8th

im not sure wut to do anymore
