How to get smooth-looking water in photography?

I'm a 15 year-old photography enthusiast and I've been trying to learn how to adjust the exposure when taking photos of water so that the motion of the water appears smooth and soft, instead of like it's simply frozen (like it looks when taken with a fast shutter speed). However leaving the shutter open for longer completely washes out my photo so that it's just a white screen, even when I adjust the aperture and ISO value.
