HOW TO GET EMPLOYED IN PAINTING AND DECORATING?

I want to get on some college courses in painting and decorating, these are at NVQ level 2, to do these i have been told by a college that i need to BE employed in a painting and decorating field, how am i supposed to get someone to hire me if i have no (official) experience, and why do i need to be employed? if its so the employer can pay for the tuition, who is gonna hire someone with no experience or qualifications and then pay for them to study? If anyone knows how i can sort this dilemma please let me know.
