How to get civilization 4 to run smoothly on windows 7?

I got it to install and play however, I don't know if this is due to my graphics card (doubt it) the screen keeps blinking when its playing. How do I stop this. I have all lastest updates for laptop and the game. Its really annoying I just want to play my game.Is there a way to get the screen to handle the game to stop it blinking.

Graphics card is SIS merage 3
