how to get apps on an android phone?

i have an lg gw620 model phone that runs on the opperating system android.
my phone plan doesn't give me data so i cant download apps using that way.
whenever i go on the market and go to download something using my wifi internet it always ends up saying download unsuccessful
how can i download the apps to my computer and then get them to my phone?
