How to get an abandoned business in residential area to clean up trash they left behind?

This commercial area sells furniture, but has since gone out of business since August 2009.

Within the parking lot, there is a walled off dumpster with a locked gate which is right next to my driveway. After going out of business, several mattresses, bed frames, wooden planks, etc. have been tossed into this dumpster. I was expecting Waste Management to dispose of all this within a couple of days, but after a month, the trash was still there.

I contacted the city, but since I live in an unincorporated part of town, they said they couldn't do anything about it and that I'd have to contact Waste Management directly. I did just that - WM told me that I'd have to contact the property manager/owner to schedule a cleanup date with them. I've called and left several messages with no response.

Now, the gate has been picked and people have been throwing their own trash into dumpster - so much trash that it's overflowed and spewing onto the parking lot. There is A LOT of trash; the stench is horrendous and flies are everywhere. Garbage bags, food scraps, glass, tires, even home appliances just lay on this parking lot. Homeless people have been going through the trash and sleeping on these tossed out mattresses as well. I've called the city again to tell them the urgency to clean this up. They're "working on it."

It's been almost 1 year and nothing has been done. I'm quite fed up. What do I do?
