how to get a congressional review to rejoin the u.s. army?

I'm trying to get back into the army but need help. I've been medically cleared to go back in from my VA doctor and private doctor. I've had my medical paperwork come back no significant change. Since then I've had 2 new letters written stating that I'm medically cleared to go back into the army without limitations and that I can go back onto active duty status. would it be wise to get another doctor to write a letter and have a congressional review be done?
