How to format a 16 GB USB Flash Drive with NTFS format?

The Flash drive is currently formatted using FAT. I tried to Format the Flash Drive with Windows XP SP2, but FAT is the only option available.
Actually it's formatted to FAT32, and that's the only option available.

one thing I forgot to add. Any Windows system older than 2000 CANNOT read NTFS (98,95 etc) and neither can MAC or Linux
 
I think most drives only support FAT32, it's prefered at this low amount of data storage. NTFS can't be used with other opperating systems, FAT is more compatable
