How to Fix Wiper Problem for my Isuzu Truck aka Chevy S10?

I have a 97 Isuzu Hombre (aka Chevy S10) and the front wipers don't always come on.
Sometimes they will come on 15 minutes after I have turned them on.

Would that be a problem with the wiper motor?
Or the Pulse Board?
Or both?
