How to fix up a concrete block / painted shower?

I have a concrete block shower in the basement. It's used on a daily basis. It appears to have been painted multiple times. I would like to know the most effect, cost efficient way to perhaps strip the old paint off, then repaint. What's a good stripper to use? What kind of paint to use? Can't afford to have it removed and replaced with something new. Any ideas out there? Thanks!
 
Stripper I dont know but I bet swimming pool paint would be the stuff to use when you paint.
