How to fix hair that looks like its divided into 2 sections?

My hiar looks like its divided into 2 puffy sections. The top which ends near my mouth and the bottom (or back) which now ends to my shoulders. Im trying to grow my hair out but had layers once i had this problem. I gotten the layers at the hair cutters. My mom said to cut the layers and that will give it the one length look. I did that and i still have the problem.
What do i do
