How to fix a Honda 2000 hongel 0050 dirt bike?

My dad bought me a dirtbike 2 years ago and it worked fine, but the throttle broke, i finally got a new one, but he left it outside for about a year and a half, and the chain rusted and broke.

When i try to start it, it sputters like its going to start, but it doesn't.

Can someone help ?
 
1st. you need a new chain
2nd. you have bad gas. try draining the bowl and seeing if it will refill, you might need to clean the whole carb.
