How to expose fearful dogs around aggressive ones?

*sigh* I recently adopted a rescue, she's a good little pup but she has a problem when we're outdoors. Her original caretaker was a hoarder than abused her, so she's very sensitive. Not in the extreme, but it's enough. 3 out of the 10 houses in my neighborhood have people that understand her fear and caution, they're quiet and respectful around her and she seems to like them and their animals(cats, dogs, horses)but the rest of the neighbors are nightmares. None of them ever have their dogs on leash, they're not trained and are aggressive. Most of them are big labs and my pup is a tiny thing, so it's really not fair to her. The aggressive dogs will rush her, steal her food and toys from our yard, bark constantly at her, and snap at her. It can be in our own yard, in the neighborhood, we can even be miles away from them and the dogs will still go after her. It's got to the point of her getting charged and snapped at every day and now when she even hears a jingle of tags or like...even a person coughing she'll want to go inside. She don't play, "go", or anything. So pll told me to keep her out until they pass, but then
she gets so upset she'll scream like someone's killing her and jerk around until she breaks her collar to escape and hide in the house.
I've tried everything I can think of, and nothing will work. She's now exibiting fearful aggression and will nearly break her neck lunging me to get at any neighbor she sees. Doesn't matter of it's a dog or human. It's heartbreaking to see her be so afraid and see other idiots cause her such stress. I've tried contancting the animal control but the only time I could reach them my parents took away my phone and told me they'd give puppy away to get put down if I told anyone. They keep saying "oh it's good she gets exposed"...WTF? Exposure to those kind of dogs isn't right for her, she needs good dogs. <___<
Other than going out quickly she won't go outside for anything, I want her to be happy. :C
