How to do returns through ebay?

I ordered boots, and they were fakes. He apparently said he had no idea they were fakes, so he said he'll order me a new pair and send them, but he won't send them until I give him the tracking number for the boots I have to ship back. How do I do this through ebay so I don't get screwed? So i can still use the buyer protection if he doesn't send me anything. I don't want to e-mail the tracking number to him directly and him not send me anything. And the original item description does not allow returns.
