How to discipline use of cell phones at work?

I work for a small family farm that hosts a large seasonal Fall Festival. Our Fall Festival includes slides, rope swings, hayrides and several other farm adventures. Every fall, we hire over 300 people to help staff this event. As one of the few companies in the area that hires employees as young as 14, the majority of our staff is made up of 14-18 year olds… who really like to use their cell phones at work.

Because our event is a great attraction for young children, our slide and swing attendants must pay careful attention to our guest’s safety. It seems many employees will often abuse this policy and we find them texting or browsing the internet on their phones instead of watching out for our guests. Our current policy is that they may not have it turned on, not even for a clock and not even on silent. If they are caught using their phone, they are given a formal reprimand that goes into their file, and if they are caught again, their employment is terminated.

Anyone have any ideas on changing and/or enforcing this policy?
