How to discipline properly?

I have a feeling I'm doing this wrong. I have three kids. My oldest daughter is 2 and 5 months. My twins are 15months. My 2 year old is horrible. (I know terrible twos) but that doesn't cut if for what she does. She hits her brother and sister. She touches when I tell her not to. She steals toys from her siblings as well. If I'm doing dishes or laundry or whatever (even using the bathroom) I'll go check on the kids and my daughter has poo (whether it's hers or brother's and sister's) all over the kids and furniture. It takes her five minutes. Or if I'm cleaning something else (vacuuming the living room for example) she'll be on the counters making a mess (whether it;s leftover food that I haven't cleaned yet or whatever).

I have tried time outs, spanking, cold showers, taps to the hand (and no they didn't learn to hit from this they started this in daycare from other kids hitting them). My two year old hates being in her room so I have tried that a couple times but she just goes off and spreads poo everywhere.

I'm at a loss of what to do. Anyone know of a good way of punishing. I prefer something that's not hitting my kids in anyway. I don't think it's proper to abuse your kids.

My twins have the touching and hitting issues as well.
I should also add that my two year old is a slow developer... there is a name for this but forgot it. She didn't learn to walk till she was 20 months and she can hardly speak... she knows what no means I'm sure, but it's hard to explain something to her.

I do go to development classes with her. That's where she learned to walk.
