How to disable AMD CPU whine?

My HP G42-164 makes a whine noise, which I very sure it's the CPU, not the fans not the HD, so, how do I fix it, I've reading turning off C4 on the BIOS seems to fix it but that's for Intel processors and mine is a AMD Athlon II Dual Core
I've downloaded a updated driver from the AMD site and it didn't fix it.....
