How to diagnose reasons for a no start condition on a 1984 Cadillac Fleetwood limo

conversion? It's a 4.1 L V8 engine. I tried starter fluid and it sounded like it almost started, but couldn't do it. I want to make sure it's not an error on my part. Yo do spray the starter fluid in to the air intake right? The air intake is where the air filter is, and is underneath a cover with a wingnut on it, right?

Anyhow, what does this tell me. I'm confused because I know that if it does start, that means the problem is not in the fuel line. If it doesn't, the problem is. The thing is that it was right in between starting and not starting. It came closer to starting with the starter fluid than it did without, but it still stopped short of doing it. I'm sure it's not the battery. Please tell me what could be wrong.
Are there other ways to check the fuel line? Could this indicate spark plugs because it almost started, or should I still be thinking that it's the fuel line. If it's the fuel line, what should I check first?
