How to develop something like Image map (in HTML) with VB.NET?

Hi..

I want to develpe a system enabling to function like the "Image Map" function (In HTML) using VB.Net.
It should enable the user to upload an image and to draw some squares on the image, marking certain areas and make them as Hyperlinks.
Then this should be Saved into a database or to a flat file and can be referred later without any changes to the image.
