I am designing a 10MW PV power plant.
The wind loading should be considered when I decide the size and the depth of the concrete piles that are the foundation of PV module.
If I want to obtain wind loading, I should know the max wind speed. So the question comes: I have 2 max wind speed form the meteorological station: the max wind speed of 25m/s which is the max 10min average wind speed, and the extreme wind speed of 42m/s which is the max 3sec wind speed. So which one should I choose?
If I choose the bigger one, that will be more safe but the piles will be quite huge and so the investment. If I choose the small one, I am not sure whether it is ok. So I need a experienced engineer's help. you can tell me your opinion or which standards I should follow, like IEC standard.
