how to create a blog with html?

i don't exactly want to create a blog, more or less a news feed that displays a list of news on the front page (such as how http://speeddemosarchive.com/ set up their news). i am wondering what the best/easiest way to do this is, either setting it up blog style, setting up an rss feed, or just sending an updated page to the web site host place every day (i have never hosted a site so i don't yet know what that entails).
all right, if that wont work, is there a way for me to have a twitter box displayed on the page?

wordpress.org offers a free blogging platform that you can install on your server or server space. godaddy.com offers webhosting and domain hosting.
