How to correct my dog's aggressive behavior (please read description)?

I have a 6 year old female Westie. She's pure bred, and the first born of her litter. We didn't really notice her aggressive behavior until she was older, and she started snarling at people's feet whenever they walked by her when she was eating. The food aggression is not so intense now; however, she seems to have "moments" where anything can trigger her into this aggressive behavior. It's like a switch, and sometimes you can't turn it off (she can't stop). The sounds really bad as well, you'd think she's fighting another dog or something.

So now to the real problem: this problem frequently occurs with my cat, although both are cool with each other, if you were to stand up (from say, a chair), she would go after the cat in a split second, and the cat had done nothing to her. The problem is getting really serious, and I want to be able to snap her out of her trance before she really hurts my cat or my other dog. The water techniques don't work with her.
