How to cook chilli to maximise the heat/spice?

Is there a good way to cook chilli. I heard frying it makes the red chilli's loose their heat/spice. I also heard long stewing times also reduce the heat. I would like to make some really hot/spicy chilli dishes.
 
If anything, leaving chillies in longer increases the amount of heat/spice bececause they have time to permeate the rest of the food.

So if you're frying them, toss them into the oil first so that the oil catches the heat and then add the rest of whatever you're frying.

If you're making a stew/soup, put the chillies in and then simmer them to increase the heat.
