How to compress a mp3 file to be small enough to email to a cell phone?

I want to make an mp3 smaller so i can email it to my cell phone and use it as a ringtone. Is there any way to make the file smaller? I'm going to convert it to .WAV before i send it, so compressing a .WAV would work too. A safe download would be fine. If it helps any, I have the Samsung Intensity.
