How to complain about neighbours?

I have various neighbors that I would like to make complaints about but don't know where to complain, I also Iive in vaughan in Ontario if that helps. One neighbor lets their dog roam around doing its business on peoples yards and they don't pick up. Another neighbor plays very loud music in their backyard all the time. Another neighbor lets their kids 5 year old kids drive an ATV on the streets without a helmet. My most recent neighbor lets their kid drive an Electric ATV around the street, lets their dog roam around without a leash or collar (oh and it bites) and lastly they have a destructive, vandalizing kid.
