How to clean training wheels for a bicycle?

I got a bike second hand and cleaned it up for my daughter, but the only thing I can't quite seem to clean are the training wheels, which have dirt practically stuck to them, which means it is hard to get out. I was just wondering if anyone knew a trick to getting the dirt off the wheels so they look at least newer?
 
Engine degreaser (available at auto parts stores).
Spray on, hose off.
Scrub tight to get at areas with a tooth brush.
