How to clean a small fish tank?

I just got a really small fish tank from a yard sale. I want to get fish for it but it needs a bit of a clean up before I can. It's got two little fake plants gravel of course, and the inside of the tank has white stuff on it. (I don't know anything about this so that's why i said "stuff") How do I clean it without making it harmful to the fish? Please give me step by step instructions! thank you.
 
to get the white stuff off, i would use very hot water, with dish soap and the rough end of a sponge, if dish soap doesn't work try hot water with toothpaste, and you should buy new gravel and plants because god knows how dirty those could be.... unless you mean you just bought them of course =) but may i suggest a Betta. they are smaller than goldfish, low maintenance, and are absolutely beautiful and there are a wide variety of them
