How to change framerate in computer game Rainbow 6 Vegas 2 or any other game?

Hi I recently got the game Rainbow 6 vegas 2 and tried playing it on my HP laptop that I got less than a year ago, and it lags a lot.

1. How do I change the framerate so it runs smooth?

2. Is their anything else I can do to make the game run better?
