How to change a law regarding cars?

I'm guessing I don't appeal to a congressman. There must be some legal body that covers laws having to do with automobiles. Who do I appeal to?

Background behind question, if you'd like it:
My model-year-2000 car has lived a long, useful life and is ready to be replaced. Now that I'm searching for new cars, I find a law was passed several years ago mandating a certain angle for head rests that may fit with some drivers, but for those of a certain height or who like to sit up very straight, these head rests push your head forward and down and are very uncomfortable. You turn the head rest around, and it bends backward so pretty much isn't even there. Many people are comfortable with the new headrests, but a very sizeable minority are not. All the car dealers I've spoken with have told me that the angle of the head rests is the most common complaint they get. But none of them have any idea who I could write to to go about getting this changed. Any ideas?
 
Head rests are not there to rest your head on. They're there to prevent a whiplash when you're hit from behind, and they will still do this if reversed.

I had the same problem on my car, and I turned them around the other way.

the design of the headrest is something a single person cannot change, and cannot MAKE anyone ELSE change, so you're stuck with what you have.
 
Vehicle safety laws are written and recommended by NHTSA (National Highway Traffic Safety Administration) but congress is the body that makes them into laws. You could write either one but don't expect any changes.

FMVSS 201 regulates automobile seats.
