How to capture a fortified city in civilization revolution?

Playing diety difficulty, all techs are researched...the aztecs have a city with a couple infantry in it that are rated 120 defense...

Can't get spies in, bombers or artillery get slaghtered, and the nuke gets shot down.

Ive sent wave after wave of dozens of bombers, any idea how to break this guy?
 
Introduce them to reality TV and alcohol, their civilization should crumble within months :)
