SMART allows you to browse the web through GPRS, EDGE and 3G but they are very very slow even if EDGE can go up to 280~kbps and 3G up to 384kbps (provided that your phone is a 3G-enabled phone). But I don't think there is a way for SMART to let you browse the web for free using their service unless you have a contract/plan with them or you are using an internet-service promo for SMART.
If you want free internet on your phone, consider buying a WiFi enabled phone. But I don't see how hard is it to pay Php. 10.00 every 30 minutes of internet browsing. SUN works the same way too, but GLOBE charges Php. 5.00 for 15 minutes (and I tell you that GLOBE has SLOW internet service and 15 minutes is not enough).
