how to boost pc game speed and fix lags?

I have a laptop with 4GB RAM and 250GB Hard Drive. I thought this is the best laptop for me to play games but everytime I play my game which is Bioshock 2 or Cod, the game works extremely slow and always lags. I had tried GBoost and Gamebooster and also Ccleaner, but nothing was changed. Please help me fix this problem
