How to attach front license plate to Jeep Wrangler 06?

I have the standard front bumper and have 3 sets of license holes:

1.one on the left and right side

Problem 1: the rubber bumps on the bumper are in the way (one hole is free and one is blocked by the end plastic parts)

2.standard middle of bumper one

problem 2: they have the holes but there is a metal bar (part of the frame) behind the bumper so i cant get the nut on the screw

Any one know how to do this with out taking off the bumper?
 
You can go to most any autoparts store and get the plastic parts that pop into the holes in the bumper so you use a screw and no nuts. The screw, screws into the plastic part and it acts as the nut to hold it to the bumper. Very inexpensive and easy.
