How to add overlays in Sony Vegas?

I know how to add more than one layer of video on top of each other but I want to know how people get the look of lights or shapes floating across the screen? Is there a special effect for it? Or are they down-loadable off the internet? Here's an example of what I'm looking for:

How do you get that look at the start?
