How tall should my bike be?

I have a city bike with a 24" frame and I don't feel comfortable on it at all, I feel like I'm up way too high. People debate with me about if my feet (or one foot?) are supposed to be firmly planted on the ground when I'm stopped. With this bike, I'm on my tippy toes.

I'm 5'9 - 5'10 with longish legs. How tall should a bike be?
