How soon can hang wallpaper/paint?

We moved into a new build flat in January. We weren't given any guidance on if/when we can re-decorate, but others have said you are not meant to put wallpaper up straight away in a new build.

Is this the case? If so, how long do you need to wait before painting/wallpapering?
