How should we discipline our children?

I firmly believe that if you stop bad behaviour as early as possible, you have a good chance of stopping such behaviour reach adulthood. But whats the best way to discipline? We are not allowed to smack kids anymore, not that I ever did - but I don't think this law has helped children respect their parents. When a parent has an out of control child/teenager, what should they do?
Glenys Williams (mother of Michael, who killed Kodjo) tried on several ocassions to get help for her out of control son. She asked social services, her sons school and the police to help her, to remove him from her house and get him back on the 'straight and narrow'. They all refused to help her - three weeks later her son (13) and his gang brutally killed Kodjo Yenga (16).
What can people like this lady do to discipline their unruly children? Everyone wants parents to be more accountable for their kids actions - yet what can they actually do?? Suggestions please!
