How should I wear my makeup?

I am going to a military ball and don't know how to wear my makeup that night. I am going to wear a black strapless dress. The bust of the dress has a thin black and white polka dot lining that matches the belt. The dress is kind of poofy on the bottom...forget what the stuff is called underneath. Anyhow, I have straight blonde hair that sits on my shoulders and green eyes. I'm thinking about wearing red shoes with the dress.

So, are the red shoes a good idea? I'm thinking of doing loose spiral curls for the hair. Good idea? How should I wear my evening makeup?
