How Should I Set Out My Story?

I'm about to start writing a crime story, but I'm not quite sure how to set it out. Either, let the reader know who the criminal is right from the start, and see what the other characters are doing to find them, and what they are doing wrong... or, let the reader find out the clues and details as the characters find them. I personally like the second way better, but I'm thinking about getting it published, and I would like to know what other readers think.
