How safe is banking via the Android Broswer?

I always access a banks website, but never log in. I am to nervous. Some carriers have spotty 3G coverage, so sometimes you might be in the middle of logging out and it goes to another screen. It doesnt sound safe.

Any ideas?

It's as secure as using it from your PC/Mac. Both your PC's browser and your Android browser will use HTTPS (that's an encrypted version of HTTP) to connect to the bank. Neither browser will cache HTTPS pages, so no record will be left on your phone.

It also doesn't matter about logging out. The server will log out your session after a few minutes of inactivity anyway. The only thing that could possibly reconnect to your session is your phone.

Generally it's safe. Apps are very questionable unless they're from verifiable sources (like the BofA app).
