How restricted was the media reports from 9/11?

It is understood that certain networks could only report what they where told or what story they were given.
I am looking to understand the chain of events should a country be attacked. How the news is filtered. I would think some of the news is filtered as the news is aired to the world. So to hold certain images and facts back would be more to do with safty and well being.

So if an attack happens
Who would receive the news first with in the goverment
What would be there job in this process
Can facts be destroyed at this point
If the goverment control the media does that affect the first ammendmant?
 
the drawback of 24/7 news is that it shows what it sees and what its told.the third tower collapsing well befoer it actually did for example.live news tends to be first but it doesnt always see everything because its too close
 
theres a movie called the zeitgeist that is really interesting and it talks about stuff like that.
