How old do you have to be to get in a gym?

My friend is 11 years old and she is wondering if she can get into the gym.
So how old do you have to be? Not to lift weight or anything like that, but
to go on the bike or other stuff. And she has adult supervision.

BTW she lives in Houston Texas South East.
