How old do you have to be for a tattoo?

my younger sister will be 15 in july, and my mom keeps telling her if she gets her grades up she can get a tat, but i'm pretty sure she's too young. don't you have to be 16 with a parents signature, or 18 on your own? i don't know if it's different in different places, but there has to be a general rule?
