How often should I wash my betta fish's bowl?

I change his water each week. How often should I actually wash the bowl and the stones at the bottom with soap? I've heard that it's not healthy for the fish to wash them too much.
It's a one gallon bowl...If I only change the water every two weeks, will he still have enough oxygen? My mom wouldn't let me get a tank and filter, she thinks the bowl would be fine. I do keep him in my room though, where I keep the room at 73 or above, for my hedgehog. So he stays pretty warm.
 
NEVER wash the whole bowl out. This removes the beneficial bacteria that removes the harmful ammonia and nitrites.

Instead you should get your Betta a 2.5 gallon tank with a filter and heater.
 
NO SOAP
if you use soap your just contaminating the tank and making it probable that your fish will die
change it like, once a month unless it gets really dirty then every two weeks.
but NO SOAP or any other cleaning products unless you bought it and it is meant for tanks.
and never forget to de-cloinate the water before putting the fish back in
 
you should probably look at washing it or cleaning out the water every two weeks at least take out a quarter of the water each time because fish do need the bacteria that they have to survive so you don't want to wash it all out.
