how often do i take my dog to get groomed?

his hair is fluffy but not matted, his nails are long again.. hes an inside dog and he just got groomed two weeks ago. his nails seem to be long again! i have a nail clipper at home for him but i can't get it to work well cause i feel it just chips at his nail, so i don't do it myself and i take him baths when he starts to stink~

do i have to take him again sometime soon? his nails are like this long --------*----* <-- literally and the stars represent the white of his nail..

i don't understand how his nails grow so fast!
my dog is old and likes to sleep all the time lol
