How obvious was Reagan's intent to racially profile his mythological "Welfare

For those of you that don't get the reference, don't know or don't remember, in order to agitate popular hateful contempt for the vulnerable and defenseless, and rally support for his violent and punitive policies, US President Ronald Reagan performed a speech in which he lied about 'an example of the welfare system' with a faerie tale about the "Welfare Queen" that drove a Cadillac to pick up her welfare checks (then presumably laughed all the way to the bank).

-so, the question is, how obvious was Reagan's intent (without actually saying it outright) to portray his mythological character as a racial stereotype?

-and, follow up questions:

How is that something other than a US president engaging in hate speech and inciting racially oriented hostility?

-and

Shouldn't that kind of conduct from a US president be sufficient grounds for inpeechment?
