all it is, is that the front gears wont change very good and i tried turning the screws a little and just messed it up more. i know it would take an expert very little time to fix. around how much should i be charged?
its a 2007 cannondale f6 almost never used

Depends on what it is, if its a cheap and nasty mail order/supermarket bike with rubbish gears, they are almost impossible to set properly when new and will be worn out after only a few months use, so expect to find that cables or parts need replacing, and it will be expensive.
If, on the other hand, its a decent bike that you bought from the shop you are asking to fix it, probably not very much, £5 to £10.

Well, a local mechanic around my area charges $40 an hour for fixing my bike. If you need to get parts for your bike it will cost more, but most bike mechanics will charge anywhere from $30-$60 an hour.

depends, a full tune up will cost around 100 bucks. I suggest getting a basic tune up which will fix your derailleur and all other basic problems

Most likely it sounds like it just needs to be tuned, and cleaned perhaps. I would say no more than $20 to get this done, unless its an expensive pro shop.

Give it another try yourself after cleaning it... see this video:
