how much would a bike pedal replacement (just labor) cost (average)?

I just want to know, because my bike pedals JUST won't come off I tried everything lol. and I have no blow torch and no wd40 and I don't really want to buy wd40 and it not work, so I'd rather pay a couple more dollars and just have a bike 'pro' fix it.
