how much will it cost or is it able to convert a german spec car to an american spec?

i want to buy this honda civic but it is German spec(the mph is km instead) is there a way to change that so that i can bring the car to America
i want to buy this 1994 honda civic but i need to convert it from German to US to bring it to the states how much will it cost or how do i do it if i want to do it myself
